Strategic Review of Health Research in Ireland

Background

The Advisory Council for Science, Technology and Innovation (formerly ICSTI) is the government agency which advises on all aspects relating to the strategic direction of science, technology and innovation (STI) policy. Its secretariat is provided by Forfás. The Council decided to undertake a review of Ireland's current approach and performance in promoting research for health and wealth and to develop recommendations for change.

Objectives

Prospectus was engaged by the Council:

  • To conduct a review of the current health research landscape in Ireland
  • To compare health research in Ireland with good practice internationally
  • To recommend how best to exploit the outputs from health research performed in Ireland, for the health and economic gain of its population

Approach Taken

The methodology used in this review consisted of a combination of Internet research, literature reviews and interviews with key policy, academic, clinical, industry and other stakeholders (patient groups, funders etc.). An international advisory panel of academics and technology transfer professionals provided input into the recommendations. Prospectus worked in close collaboration with INNO, a European consulting firm specialising in innovation management, on the review of international best practice.

Outcomes

The final report will:

  • Provide an overview of health research in Ireland
  • Present observations and key findings in relation to policy and strategy, funding, infrastructures, performance, human resources, the regulatory environment and intellectual property management
  • Offer comparative analysis of good practice in other countries

The recommendations from this report will be shared with the Department of Health and Children to consider for its input into the next National Development Plan.
